Primary Responsibilities
The Agency Secretary works under the supervision of the Director of the Emergency Management Agency, and following guidelines established in the MEMA required annual work plan, serves as the administrative assistant for the Emergency Management Agency as well as performs administrative activities for the Somerset County Local Emergency Planning Committee (LEPC).

I. Representative Duties and Responsibilities:

1. Perform daily clerical activities for the Somerset County Emergency Management Agency by maintaining historical and administrative record files;
2. Completes correspondence, shipping and mailing, as required for the Agency;
3. Completes, submits and maintains Somerset EMA weekly time records and completes all weekly billing and payment activities for the Agency as required by MEMA.
4. Completes and submits all required quarterly and annual reports to the Maine Emergency Management Agency (MEMA) as required.
5. Assists in the review of Somerset County EHS facilities plans using SERC/OSHA checklists required by MEMA.
6. Serves as data recorder for the EMA and the LEPC during all scheduled meetings and completes correspondence as required.
7. During times of disaster and after disasters, assists in obtaining damage reports and coordinating assistance response of SCEMA, MEMA and FEMA.
8 Assist the Agency in maintaining, and updating annually, the Somerset County All-Hazard Emergency Operation Plan (EOP).
9 Assist the Somerset EMA in maintaining and updating annually the Somerset
County All-Hazard Mitigation Plan.
10. Assist the Agency and the Somerset County LEPC in maintaining the Hazard Materials Annex of the Somerset County All-Hazard Emergency Operation Plan (EOP).
11. Assist the Somerset EMA in providing the agency input for the annual Somerset County financial report.
12. Responsible for logging required information on the county facilities that must report hazardous materials as required by law.
13. Assist in maintaining Somerset County training records for all training conducted by agencies and training which is submitted and approved by MEMA, as well as, the LEPC for hazardous materials to include Awareness, Operations, and Technician Level Training.
14. Serves in the Somerset County Emergency Operations Center (EOC) during periods of operations performing administrative and CAMEO mapping capabilities.
15. Maintains and provides annual roster updated for Community EMA, Fire Chiefs, and Law Enforcement to MEMA as required.
16. Completes and maintains annual inventories of County, State and LEPC owned equipment.
17. Maintains and updates FERC Regulated Dam and River Basin Emergency Action Plans.
18. Assists the Somerset EMA in providing administrative and clerical support for coordination and oversight of the Somerset County Citizen Corps Council and the various programs of Citizens Corps.

Biographical Information
I have been employed as the Secretary for the Somerset County Emergency Management Agency (EMA) since 1998. In the beginning, the EMA Office was located at the County Court House, but in September 2000 the office relocated to the Somerset County Communications Center on 8 County Drive in Skowhegan.

During the years I have learned much about what type of assistance is available to communities when dealing with a disaster. When a disaster is declared, we have the help of the Maine Emergency Management Agency (MEMA) and the Federal Emergency Management Agency (FEMA).

I also work closely with the Local Emergency Planning Committee (LEPC). I am responsible for taking minutes at meetings and logging Hazardous materials that are reported in Somerset County. Because of the Right-to-Know Act, agencies with reportable levels of hazardous materials are required to report to our office for filing.

The EMA Office and LEPC have been working closely together on an “All-Hazard Plan. This plan needs to be constantly updated because of changes in our communities. I have the responsibility of compiling the information into this plan to keep it current.

Personal Interests
I enjoy cooking and being outside. I like to go 4-wheeling, motorcycling, and enjoy boating. My family and I enjoy going north as often as we can to a remote pond in the northern part of the county.
