Primary Responsibilities
Under the supervision of the Director of Emergency Management the primary goal
is to complete and maintain the E-911 Addressing for the Unorganized Territories
(UT) in the County and to ensure all requirements as set forth in the Maine
Enhanced 911 Addressing Guidebook are complied with. At times, upon request
by the Commissioners, may undertake other projects as required in the unorganized
territories.
I. Representative Duties and Responsibilities:
1. Establishes an addressing committee or contact(s) for each townships(s);
involve the local postmaster(s) with addressing activities; inform the residents
of addressing plans; and contact the neighboring communities on addressing issues;
2. Serves as the primary addressing agent for the County Commissioners in developing
addressing standards and enacting of an addressing ordinance, and assisted by
the Director of Emergency Management, develops and presents the E-911 addressing
portion of the UT budget requirement;
3. Identifies all roads to be covered by emergency services; establish road
names, including new names for unnamed roads; gain approval for road names;
and update and return base maps to the Maine Office of Geodetic Information
System (OGIS) after road names have been approved;
4. Completes GPS measurement with contractor and local, guide; review and approve
the address maps and complete and submit an address conversion package to the
local postmaster;
5. Coordinates the physical addressing; road naming and telephone cross referencing,
with volunteer addressing committees; telephone companies, Maine OGIS, and State
E-911 Agency;
6. Determines the road sign requirements, and establishes the automated maintenance
E-911 Data Base for each UT completed within the County;
7. Informs property owners of address changes and effective dates; update or
install road signs and property numbers;
8. Provides updates to changes to address ranges and Emergency Service Zones
(ESZ’s) as they occur or provide verification once a year as a minimum;
9. Verifies the accuracy and update the routing information contained in the
Master Street Address Guide (MSAG), on an as-occurring basis of changes in address
numbers used on existing roads, changes in address numbers used on existing
roads, changes in police, fire emergency medical services or other appropriate
agencies, jurisdictions over any address, annexations or other changes;
10. Serves as the coordinator for the county for all issues involving the development
and maintenance of address information for the E-911 addressing and routing
data bases, to include at a minimum, the yearly required review of the MSG,
to ensure accuracy of the data and the emergency ESZ’s.
11. Coordinates and collaborates as required with the Maine Land Use Regulation
Commission (LURC) to ensure UT addressing activities are consistent with State
and County addressing policies and regulations.
Biographical Information
I have been employed by the Somerset County Board of Commissioners since April
of 2003 and work under the supervision of the Director of Emergency Management,
implementing Enhanced-911 (E-911) in the Eighty Two (82) Unorganized Territories
in Somerset County.
E-911 bring first responder (Police, Fire, and Emergency Medical Services) emergency response capabilities to those residences that completes a phone link to an actual physical address location. You dial 911, and report an emergency and you will receive a physical response by those agencies to render the assistance requested.
I attended Skowhegan Area high school for two years and graduated from Bucksport High School. I also graduated from University of Maine at Farmington with a degree in Elementary Education. I taught in Aroostook County and Central Maine for 10 years and worked as a Field Operations Supervisor for the United States Census Bureau in 1990 and again 1998-2000.
Personal Interests
I love to spend time in the woods of Maine, enjoying fishing and kayaking during
the summer and snowmobiling in the winter. I also play a mean game of cribbage.
